Louise Shaxson discusses policy delivery issues at the Canadian Science Policy Conference

Reviewing the Research Landscape for Environmental Policy

Delta and ThinkLab collaborated on a large project to review the evidence base for UK environmental policy.  It was a fascinating project: the central question was how to take a systematic approach to reviewing the evidence base for policies on soil, water, air quality, people’s engagement with the natural environment, the marine environment, and landscapes.   (more…)

Delta prides itself on the delivery of innovative and valuable reports and presentations of the highest quality. We have been producing these over the last 10 years for a wide variety of clients around the world and would like to make a selection of these available for you to view at your leisure.

  • Delta Partnership has conducted an organisational and management review for Project Coordinating Unit of the Pan Caribbean Partnership against HIV and AIDS (PANCAP).  This has resulted in a reorganisation of the Unit and implementation of stronger systems for harmonising, planning, resourcing and monitoring the Caribbean HIV/AIDS response.  A presentation by Delta to the Seventh Annual General Meeting PANCAP can be seen at: http://pancap.org/index.php?option=com_project_matrix&task=ViewDoc&did=274&Itemid

  • In May, Louise Shaxson was invited to speak at the Professional Institute of the Public Service of Canada (PIPSC) Science Policy Symposium in Gatineau, Canada (see http://www.hyper-media.ca/pipsc/2010/index.html for the full programme).  It was a fascinating mix of scientists, policymakers and students from all over Canada, with a few international collaborators. The presentations are available via the symposium website: Louise’s is at http://www.hyper-media.ca/pipsc/2010/downloads/presentations/B3-Shaxson-e.pdf.  If anyone is interested in helping Louise put on a similar symposium in the UK, please contact her directly.

  • Delta consultants are currently working on this UK Department for International Development (DFID)-funded project aimed at building skills around planning, reporting on performance and communication in the fight against corruption in Tanzania. Wahome Gachihi

Wahome is the full-time Kenya Business Manager for Delta Partnership and is a valued member of the core team. He leads thecompany on East African business development and is predominantly involved in procurement, and developing strong partnerships and maintaining our highly skilled associate network. In addition he provides general support to the directors and is the main point of contact for the Kenya office.

Wahome is increasingly becoming involved in the delivery of Delta’s work, and has been an integral member of the Delta team on several recent assignments;

In 2011 he worked on the Business Advocacy Fund in Kenya to map out public private dialogue mechanisms. This involved evaluating the mechanisms organisations use to advocate on issue that are pertinent to their members in terms of effectiveness, impact and sustainability and looking to establish what can be done to enhance dialogue and advocacy.

Wahome was also involved in conducting a mid term evaluation of the Democratic Governance Fund, funded by CIDA, to assess the extent to which it has progressed against intended results. During carrying out of this assessment programme relevance and responsiveness to existing systems and tools of engagement with selected partners was undertaken and recommendations made on future resource allocation, systems and structures. Wahome conducted the interviews with partner organizations, took part in the validation and analysis activities, and was instrumental in developing the final report which went into building up of the business case for next phase of CIDA’s development activities in Kenya.

He also assisted the Delta team in the Institutional development of the ASAL Secretariat (ministry of Northern Kenya and other Arid Lands) ; an assignment that ran throughout 2011. The purpose of this consultancy was to help the ASAL Secretariat become fully functional and deliver its core mandate.

Wahome is a graduate of the University of Wales, Cardiff with an MBA with a financial bias. He has a passion for management consultancy focussing on organisational process redesign.


Hannah Swan

Hannah Swan

Hannah is a full-time business manager at Delta Partnership and is based in the Kampala office. She ensures the efficiency of the company by keeping systems and operations running smoothly and is a main point of contact for associates, clients and partners. Hannah is currently based in Uganda where she is managing the growth strategy in the East Africa region.

She play a directive role in the daily management of this growing business. Her responsibilities include managing the companies procurement process, maintaining the company website and driving forward our marketing strategy, managing client and associate relations, contract management, internal systems and operations, recruitment, and providing regular support to business proposals.

As part of her work in Uganda she is Delta’s project coordinator on a 3 year DFID funded programme to establish a knowledge management and communication centre (KMCC) for HIV/AIDS. At the end of 2011 she spent 3 months based in Nairobi assisting the Kenya office with internal operations and systems plans, and in 2010 she spent 2 weeks in Nairobi providing induction training for the new Kenyan business manager, who she had been involved in recruiting. Hannah is also involved in delivery and is currently the capacity building coordinator for the KMCC in Uganda. This involves the design and implementation of a secondment programme that will aim to build capacity in key stakeholder organisations in HIV/AIDS in Uganda.
In November 2010 she managed the logistical of a research communication conference for 85 international delegates, funded by DfID and AusAID. This involved booking venues, accommodation, insurance and catering arrangements; this was logistically challenging and involved scrupulous budget management.

Hannah is a graduate from Manchester University with a degree in Economics and Social Sciences and has a passion for business management and international consultancy.


Kevin Sansom

Kevin specialises in institutional development and project management of multi-disciplinary programmes with more than 25 years experience of performance improvement in the public sector, including substantial work on international development and sector reform programmes. He has extensive experience of working in Africa, Asia, Caribbean and the UK. As a principal consultant to Delta Partnership he has managed a number of projects including the strengthening of 10 leading government agencies in Guyana, as part of a wider reform programme. Kevin was the strategic adviser for a review of public service organizations in Uganda, in conjunction with local partners, focusing on accountability and performance management. He also undertook an organisational structure review for the International Trade Centre in Geneva.

While at WEDC, Loughborough University he has been responsible for a substantial portfolio of strategic consultancy, research and capacity development projects, for international development organisations and governments. He also managed project development and review assignments for the UK Department for International Development (DFID) in China, India, Uganda and Kenya and was responsible for the project management elements of the World Bank evaluation of the Mumbai slum sanitation programme. Kevin was a co-director of the national government supported Change Management Forum for urban water services in India. He also undertakes post-graduate lecturing on management related issues. In summary he has good knowledge and experience in performance management, public sector reforms, water utilities management, NGO – government relations, public private partnerships and poverty focused approaches.
