Poverty reduction through equitable and sustainable use of water resources is the goal of the project, to be achieved through increasing the potential for ensuring sustainable access and use of water resources, particularly for poor people. The team conducted an Output to Purpose Review for the Programme, including establishing whether the outputs set out in the logical framework are successfully achieving the purpose. The project commenced in March 2001 and was implemented by the Ministry of Water Resources.
Production of manuals for the Government of Dubai on strategic planning, policy making and performance management, Dubai
The Executive Office (TEO) is the equivalent of the Cabinet Office is many countries. It provides a framework for better management across all Government Departments in Dubai. One of the major initiatives of TEO in 2006 was to develop guides for use across government in strategic planning, policy making and performance management. It was requested that these should be based on good existing practices in Dubai and best international practices from elsewhere. (more…)
Modernisation of the Ministry of Transport and Works, Jamaica
The Government of Jamaica is undergoing a broad process of modernisation, managed by the Public Sector Reform Unit in the Cabinet Office. As part if this modernisation, various key government ministries are being transformed into stronger policy making and monitoring bodies.
Delta has supported three inter-related projects that have helped to strengthen management systems in the Ministry of Transport and Works (MoTW). These relate to the modernisation of the core MoTW, Strengthening of linkages between the Jamaica Traffic Police and MoTW for improved road safety and the formation of an independent Island Traffic Authority for more efficient and effective licensing of drivers and vehicles.
Development of Value for Money Audit for Water, Environment, Health and Education Programmes, Brazil
The Tribunal de Contas da Uniao (TCU) is the supreme audit body within the federal government of Brazil. Its traditional role has been to review the accounts and financial transactions of government departments and to ensure that these comply with the laws of the land. In recent years, in line with global audit developments, the TCU has diverted more resources to reviewing the results of government expenditure. This project helped the TCU to develop expertise in value for money (VFM) audit (or performance audit) so that it can now review the economy, efficiency, effectiveness and equity in the use of government funds.
Participatory monitoring and evaluation for the PRODERS programme, Mexico
PRODERS is a programme for socio-economic development in 24 of the poorest regions of Mexico. In addition to poverty, these regions also contain areas of significant environmental importance such as biodiversity and water shed protection. The aim of the programme is to combine socio-economic growth with environmental protection.
Strengthening of financial and administration systems for the International Centre for Technical Cooperation (ICTC) in HIV/AIDS initiatives, Brazil
The ICTC is the first international HIV/AIDS centre with the objective of supporting the transfer of knowledge and know-how between countries in the South. It is based in Brasilia, but supports initiatives all over Latin America and, increasingly, to other parts of the world. These initiatives include advice on needs assessments for national HIV/AIDS strategies, support to the training of medical practitioners in the use of anti-retroviral drugs, advice on the links between human rights policies and HIV/AIDS policies and many other types of project.
Improving Public Services through One Stop Shops, Bulgaria
This project had several aims, including the provision of One Stop Shops (OSS) in selected organisations operating to defined and continuously improving standards. The CoM owned the development of this model and strategies for future continued service provision through OSSs were devised. One further output was the design and testing of a mechanism to enable communication between the providers and the users of public services. (more…)
Safety, Security and Access to Justice (SSAJ) in the Balkans, Bosnia and Serbia
The aim of the SSAJP was that public bodies implement justice strategies which effectively reduce local tension and conflict and prevent crime. The programme was separated into 3 inter-connected projects:
Project 1: Affordable and effective justice sector policy development -This project assisted the Ministries of Justice and the Interior in both Entities of Bosnia and Herzegovina with the formulation, implementation, monitoring and evaluation of affordable policies which link the various elements of the justice system and effectively address the needs of its users.
Project 2: Community justice project – The project purpose is to work in two pilot areas, at community level to increase fair and equitable access to justice through the Courts and focus the services provided through the Courts on the needs of local citizens. (more…)
Review of the Rochdale Education Service
The Office for Standards in Education (OFSTED) conducted a review of the Local Education Authority (LEA) in Rochdale and concluded that the educational service was deficient in various ways. A consulting team was appointed to conduct a more in depth analysis of various aspects of performance including strategic management and planning, school improvement services, financial management and special education needs services.
