Development of a Logical Framework to Support Implementation of the National Development Plan in Uganda
The Department for International Development (DFID)/World Bank Trust Fund provides a flexible and rapid instrument that will support implementation of the Government of Uganda’s (GoU) five-year National Development Plan (NDP). Delta compelted a desk-review of the project memorandum, World Bank project proposal, Uganda National Development Plan, preliminary Trust Fund proposals and any other relevant material to populate a logical framework for the NDP Trust Fund. The logical framework provided the basis for agreement on the aims of the Trust Fund, the broad allocation of resources, and the framework for monitoring and evaluation, making the Trust Fund more results-focused. The work also led to some indirect benefits such as advice on improving the system of appraisal of requests for funding.
Development of a Draft Decentralisation Policy in Jamaica
The Delta Partnership team worked to develop a draft decentralisation policy that informed a framework for regional service delivery, thus ensuring the attainment of a model of governance which is characterised by a more efficient, accountable and responsive public service. The draft policy was reviewed and taken forward by the Cabinet Office to form the basis of a submission to the Jamaica Cabinet.
Review of the Production of River Basin Management Plans
Delta conducted an independent review of the creation of the first River Basin Management Plans (RBMPs) for the Environment Agency in England and Wales in order to inform their implementation and future revision for cycles 2 and 3. The review focused on the ‘plan creation’ stage of cycle 1 which started in April 2006 and included establishing monitoring programmes, classification and objective setting, measures identification and appraisal, and production of the RBMPs. The review covered aspects of organisation and leadership workload, quality of work and communications.
