Louise Shaxson has recently discussed the types of issues that policymakers face, and presented a simple schema to characterize them at the Centre for International Governance Innovation, Canada.

Based on her examples, Louise suggested that the degree of contestation between the policy goal and tangible evidence of progress towards that goal gives insight into the types of issues policymakers face and consequently the types of tools they should use.
