Evidence and Innovation Strategy for the Department of the Environment, Food and Rural Affairs (DEFRA)

Delta worked with Defra over the whole of 2005 to help design, develop and consult on their first ever Evidence and Innovation Strategy. Better evidence is required to track progress towards the achievement of the Department’s objectives and to assess how efficient and effective its policies have been. The strategy sets out needs that relate to scientific research, modelling, surveillance, social research, consultation processes, economic analysis, and monitoring and evaluation mechanisms of each of the 15 strategic objectives of Defra.  (more…)


Cost Effective tools for Managing the SCP Evidence Base

Sustainable Consumption and Production is a complex area of policy requiring new approaches to managing the evidence base. This project developed and applied new tools for scoping, assembling, procuring and interpreting evidence for policy. The tools can be implemented over various parts of the SCP programme to develop and make use of a better policy evidence base.


Strengthening of Policy Monitoring and Evaluation for the Department for Environment, Food, and Rural Affairs (DEFRA)

The senior management team of Defra stated that better policy monitoring and evaluation (M&E) is one of the key challenges facing the Department over the next few years. As a first step towards addressing this, the Central Analytical Directorate commissioned a piece of work that would review current practices within Defra and other government departments (OGDs) and then develop a capacity building plan for better policy M&E in the future. Support for the Strengthening of Science Evidence Plans in the UK

Delta supported the Office of the Chief Scientist to improve the way in which scientific evidence needs are identified and procured. The project focused on three pilot areas – multi-skeletal disorders, chronic obstructive pulmonary disease and slips and trips – these are major cause of injury / ill health in the work place.


Improving the evidence base for Macmillan, UK

Macmillan Cancer Care is keen to improve its use of evidence in the provision of cancer care services. Delta is facilitating a series of strategy and evidence workshops to support the work in Macmillan headquarters and in its regional offices.


Training in evidence-based policymaking for the Equality Commission, Northern Ireland

In 2010 Delta Partnership delivered a short training course in the principles and practice of evidence-based policymaking to the Policy & Development Division of Equality Commission, Northern Ireland.


Facilitation for the 4th annual Department for International Development (DFID) Research Communications workshop

Improving research communication is a key plank in DFID’s research strategy.  Delta facilitated a 3-day international workshop for the Research Programme Consortia and Development Research Centres.


Support to the Education and Training Directorate of the Chartered Institute of Public Finance and Accountancy

CIPFA is the major UK body which trains accountants and finance officers for the public sector.  It has a central Education and Training Directorate (ETD) which registers students, provides training support and administers qualifications.  The delivery of training is undertaken by a network of universities and colleges around the UK, one of which is the CIPFA Education and Training Centre (CETC).

The research undertaken by Delta consultants provided advice for CIPFA in several key areas, including: improving key business processes; developing the business plans of the CETC and facilitating workshops with the Governing Body; and reviewing the training provision of CIPFA colleges for the CIPFA Professional Accountancy Qualification (PAQ).


Review of the Rochdale Education Service

The Office for Standards in Education (OFSTED) conducted a review of the Local Education Authority (LEA) in Rochdale and concluded that the educational service was deficient in various ways. A consulting team was appointed to conduct a more in depth analysis of various aspects of performance including strategic management and planning, school improvement services, financial management and special education needs services.
