			<content:encoded><![CDATA[<p>Delta has started 2012 with a new 3 year DFID-funded contract in Uganda to establish a knowledge management and communication centre for HIV/AIDS. We are working alongside communications specialists Scriptoria, and the International HIV/AIDS Alliance who have a permanent presence here in Uganda.</p>
<p style="text-align: justify;">The Uganda Knowledge Management and Communications Centre (KMCC) will be an innovative multi-disciplinary hub that will collate, synthesise, analyse and communicate research and other knowledge to inform evidence-based policy and practice and thereby contribute to reduced annual HIV infections in the country.</p>
<p style="text-align: justify;">The KMCC will be a Uganda led and Uganda owned initiative with major contributions from all key HIV/AIDS stakeholder groups in the country. The KMCC is one of four components of the DFID funded HIV/AIDS Prevention Programme for the Government of Uganda.</p>
<p style="text-align: justify;">Business manager Hannah Swan is now based in Kampala and will be assisting in the coordination of the project, alongside Delta director Mike Thomson who will be offering project management support.</p>
<p style="text-align: justify;">In addition to this assignment Delta is looking to <strong>grow it&#8217;s network of partners and associates</strong> in Uganda. We&#8217;re actively looking for new and interesting oppurtunities and like-minded people who would like to work with us in this area. <p>Delta’s 2011 was one of positive change; we entered new markets, met new partners, and strengthened our focus on East Africa with plans to open a Delta office in Uganda. We enjoyed a successful year; winning and delivering some fascinating pieces of work.</p>
<p>Here are some Delta highlights from 2011:</p>
<p><em><span style="text-decoration: underline;">Delta broadens their reach..</span></em></p>
<ul>
<li>Delta worked on two different programmes in Somalia. These involved carrying out training on management skills for civil servant in government ministries and in 4 local authorities. We are also leading a team to design a civic education strategy and materials to support a key governance programme;</li>
<li>We are currently bidding for several assignments in South Sudan, Botswana, Malawi and Nigeria</li>
</ul>
<p><em><span style="text-decoration: underline;">Wins new assignments…</span></em></p>
<ul>
<li>We were delighted to win a 4 year DFID contract in Uganda to establish an HIV/AIDS knowledge management communication centre, working alongside UK communications specialist Scriptoria, and the International HIV/AIDS Alliance;</li>
<li>We have reviewed numerous governance programmes this year in Kenya, Rwanda and a multi-country review;</li>
<li>Delta conducted a civil service review for the Government of Anguilla, setting up the implementation framework;</li>
<li>We have worked with several civil society organisations in Tanzania to improve their focus on results, including planning for and reporting on results for increased impact;</li>
<li>We completed business cases as part of DFID’s drive to improve results, value for money and transparency.</li>

<p><em><span style="text-decoration: underline;">Assignments continue…</span></em></p>

<ul>
<li>We have continued to give strategic support to DFID’s Civil Service reform in Ethiopia;</li>
<li>We have continued working on the aid effectiveness agenda, updating the Kenya Joint Assistance Strategy and facilitating a strategic stakeholder workshop;</li>
<li>In Jamaica, a fresh contract was issued to Delta for the next phase of support</li>
<li>And continued our work on to the East African Community integration by working with government, civil society and private sector organisations</li>
</ul>
<p><em><span style="text-decoration: underline;">Changes to the Delta team…</span></em></p>
<p><em> </em></p>
<ul>
<li>Delta director Louise Shaxson moved to a part-time position at the Overseas Development Institute in August. She continues to be a core member of the Delta team and we look forward to strengthening the relationship with ODI;</li>
<li>From early 2012 UK business manager Hannah Swan will be based in Uganda giving support to the DFID HIV/AIDS knowledge and communication centre assignment, as well as growing the capacity and presence of Delta in the region;</li>
<li>We have hired a finance and administration manager to work in our Nairobi office;</li>
<li>Delta continued to develop it’s intern scheme in the Nairobi office, and we look forward to growing this further in 2012;</li>
<li>Delta will appoint a non-executive director in January to facilitate the implementation of our growth strategy.</li>

In 2011 we have conducted a Parliamentary review for the Westminster foundation for Democracy, a mid-term review for the public policy information monitoring and advocacy project in Rwanda for the Norwegian People&#8217;s Aid, and an evaluation of SIDA&#8217;s democracy and  human rights policy in Kenya.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The objective of this DFID funded review is to provide technical advice to the Department of Public Administration (DPA) on the design and execution of a civil service efficiency review. Key tasks include developing a sound methodology for the civil service efficiency review, overseeing two pilot inspections and recommend any adjustments to the methodology; assisting in building the capacity of DPA to implement the civil service efficiency review methodology and to agree a workplan for completion of the full civil service efficiency review. In addition Delta conducted the design and trial application of a robust methodology for evaluating the efficiency and effectiveness of departments which:</p>
<ul style="text-align: justify;">
<li>DPA has shown itself capable of applying in practice;</li>
<li>improves the function of Anguilla’s civil service to provide greater value for money;</li>
<li>produces recommendations which can be understood by departments and staff and are capable of being implemented in practice; and</li>
<li>is suitable for roll-out across all departments.</li>
</ul>
<p>The main achievements to date have been:</p>
<ul>
<li> Developing a methodology for reviewing overarching efficiency / effectiveness of the civil service;</li>
<li>Training and guiding 22 civil servants in the review process, supported by a handbook;</li>
<li>Performing analysis of the performance of 7 portfolio clusters of departments;</li>
<li>Proposing 53 recommendations across the civil service for improving efficiency / effectiveness and analysing support, indicative benefits, potential post savings and potential cost savings of each;</li>
<li>Assessing options for the best way forward to achieve optimal results.</li>

			<content:encoded><![CDATA[<p style="text-align: justify;">The aim of this programme is to strengthen the ability of the Government of Tanzania institutions to fulfil their mandate in matters related to investigating and prosecuting grand corruption. Delta Partnership is working with the partners involved in this programme to improve programme effectiveness through streamlining objectives and planning and reporting systems.</p>
<p style="text-align: justify;"><span id="more-1226"></span>The Delta Partnership consultants were involved in drawing upon the review and audit, to revise and agree the design and content of the programme. This included analysing, verifying and updating the initial programme LogFrame and project document and determining the level and nature of support (if any) to various Government Departments, including: the Ethics Secretariat; prevention and combating of corruption bureau; Department of Public Prosecutors, Public Procurement Appeals Authority, and Financial Intelligence Unit at the Ministry of Finance and Economic Affairs. Delta is providing on-going support (2008-2012) with bi-annual visits to the partner organisations to review progress and outputs from previous expenditure and support preparation of submissions for future expenditure.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The Government of Kenya through the Ministry of Gender, Children and Social Development (MoGCSD) finalised a draft national policy for Social Protection. The process involved a broad range of stakeholders to develop the draft which is now awaiting discussion in Cabinet. Despite the participation of various stakeholders, there has not been broad buy-in towards acceptability of the contents of this Draft particularly in terms of its vision and institutional framework necessary to operationalise the Policy. To ensure a holistic response to delivery and demand, there is need to broaden participation, collaboration and coordination amongst stakeholders who are key to the success of SP through a strengthened Platform.<span id="more-1221"></span></p>
<p style="text-align: justify;">Delta Partnership provided support to Non-State Actors (NSA) to improve their ability to  coordinate,  advocate  and  lobby on social protection. The purpose of this assignment was to design a NSA Forum that would influence national policy processes to promote and strengthen a national social policy framework. More specifically this involved:</p>
<ul style="text-align: justify;">
<li>Mapping out the stakeholders relevant to SP and the potential interest and influence in engaging;</li>
<li>Review and advise on institutional mechanisms that could be helpful to develop participation of NSAs in SP;</li>
<li>Determining roles of NSA stakeholders where they would be most influential in influencing an SP system;</li>
<li>Integrating key SP themes currently in implementation;</li>
<li style="text-align: justify;">Identifying capacity development and funding needs for the Forum.</li>

			<content:encoded><![CDATA[<p style="text-align: justify;">Conflict and insecurity present significant challenges to delivering aid, working with local partners, and the monitoring and evaluation of results.  Validating results and conducting risk management actions are difficult but necessary for DFID and the international community as a whole to ensure aid is spent and delivered in the most effective manner; as such DFID needs a better assessment and analysis of the humanitarian situation and the priority of humanitarian needs.<span id="more-1214"></span></p>
<p style="text-align: justify;">Delta Partnership undertook the development of a business case for DFID setting out the strategic case for a new programme in Somalia. This was aimed at strengthening aid coordination for Somalia, strengthening the leadership to achieve this, and enabling better humanitarian analysis and coordination. In addition, the long-term goals of this business case are to encourage better result and risk management.  The new business case aims to further strengthen the areas above, providing continuity of funding, and increase the scope of activities, in liaison with other like-minded donors increasing the evidence that these investments can have a transformative impact on improving aid coordination.</p>
